ISO/TS 28560-4:2014 Encoding of RFID data elements based on rules from ISO/IEC 15962 in an RFID tag with partitioned memory was published by ISO late in 2014.

 

This part 4 of the ISO 28560 series defines encoding rules for those libraries that choose to use UHF RFID technology operating at 860 MHz to 960 MHz. The specification uses encoding rules that are specified in ISO/IEC 15962, as does ISO 28560-2. Some of the encoding rules are different because of the nature of the different RFID technology, but a number of rules are similar if not identical. ISO 28560-1 defines a standard data model. ISO 28560-2 and ISO 28560-3 define – in contrast to TS 28560-4 - encoding rules for those libraries that use High Frequency (HF) RFID technology operating at 13.56 MHz (ie almost all libraries).

 

15 October 2014

The ISO/TC 46 SC4 meeting held in June 2013 decided to prepare minor revisions of ISO 28560 parts 1, 2 and 3. After ballot on the proposed changes the standards are now published by the minor revisions. The minor changes concern:

·         ISO 28560-1:2014:

Chap. 4 User data elements (4.2.19, 4.2.20).

Annex C Type of usage code values.

·         ISO 28560-2:2014:

Chap 6 Data elements (6.16, 6.17, 6.19, 6.20).

Chap 7 Data encoding (7.4.4, 7.4.5.3, 7.4.5.4).

·         ISO 28560-3:2014:

Chap 6 Data elements (Table 1 row N1, N3, N5, N19, N20, N23).

Annex B (error corrected in Table B.1).

The FDIS ballot about the minor revision of ISO 28560-1, 28560-2 and 28560-3 is now concludes with approval all three with zero NO votes. Only a few editorial comments, so it will take short time before the three revised standards go to publication.

The ballot about ISO/TS 28560-4, Information and documentation - RFID in Libraries - Part 4: Encoding of data elements based on rules from ISO/IEC 15962 in an RFID tag with partitioned memory

Is concluded with 21 YES votes and 4 abstain. The standard will go for publication after treatment of the editorial comments.

The ballot about the minor revision of ISO 28560-1, 28560-2 and 28560-3 is out for a FDIS ballot, which will conclude 27 March 2014. The minor revision takes the clarifications (see ISO 28560 Clarifications to the left) and the other preparations (see Preparations for next version of ISO 28560 to the left) into account.

Two proposals for new items in the ISO 28560 series are out for ballot in ISO TC46:

ISO/TS 28560-4, Information and documentation - RFID in Libraries - Part 4: Encoding of data elements based on rules from ISO/IEC 15962 in an RFID tag with partitioned memory

ISO/NP 28560-5, Information and documentation Information and documentation - RFID in libraries - Part 5 : Unique item identifier (UII) for libraries

Both proposals treat with UHF as frequency. Both ballots close at 1 September 2012.

The FDIS-ballot of the three parts of ISO/FDIS 28560 is still delayed. Now the three standards are sent to the ISO Central Secretariat from the ISO TC46/SC4 secretariat. During the last months the editors had adjusted the text in dialogue with SC4 secretariat and ISO Central Secretariat. Now but now style and formatting of the text meets the requirements from ISO Central Secretariat. It is important to underline that the technical content, data models and encodings are technically sound and stable.

The FDIS-ballot of the three parts of ISO/FDIS 28560 is delayed, because further editorial work needed before FDIS ballot can be initiated. The comments from the ISO Central Secretariat relate to style and formatting, but the technical content, data models and encodings are technically sound and stable.

The WG editors are working on finalizing the standards according to advice from ISO Central Secretariat.

12 January 2010:

WG11 convener has sent the FDIS of the three parts of ISO28560 to SC4 secretariat for FDIS ballot and answers to member bodies’ comments to DIS 8 January – and SC4 secretariat has 12 January 2010 sent answers to members’ bodies’ comments to DIS to SC4 members.

 

28 October 2009:

WG11 RFID in libraries held 1 October 2008 a meeting in London. The agenda was the members’ body comments to ISO/DIS 28560 and completion of FDIS. The meeting took all needed decisions and the last draft version of FDIS have to be circulated late November between WG11-members before delivery to ISO Central Secretariat for FDIS-ballot.

 

23 June 2009:

The results of the ballots are:

ISO/DIS 28560-1: 20 YES, 1 NO (US) and 2 abstain (Germany and Sweden) of P-members.

ISO/DIS 28560-2: 20 YES, 1 NO (US) and 2 abstain (Germany and Sweden) of P-members.

ISO/DIS 28560-3: 19 YES, 1 NO (Switzerland) and 3 (Netherlands, Germany and Sweden) abstain of P-members.

The editors will deal with the comments from ISO member bodies. Next step will be a FDIS-vote because the NO votes cause that “stage 5” is needed, see:

17 July 2009:

Next meeting in WG11 RFID in libraries will be 1 October, meeting place Europe, expected London. The agenda will be the members body comments to ISO/DIS 28560 and completion of FDIS.

CD Ballot ended. The three CD’s was sent out for ballot just before Christmas 2007. The ballot was concluded late March 2008 with these results:

28560-1: 14 YES, 1 NO, and 5 Abstain

28560-2: 14 YES, 1 NO, and 5 Abstain

28560-3: 15 YES, 1 NO, and 5 Abstain

 The editors have started the work with the comments and it is planned to finalize answers to comments and necessarily decisions before DIS stage at the WG11 meeting 19 May 2008 as part of the TC46 meeting week.

At the ISO TC46/SC4 meeting 9 May 2007 a new working group WG 11 RFID for libraries was appointed.

Resolution 4 approved at the TC46/SC4 meeting:

SC4 resolves that a new WG11 RFID in libraries, based on the results of NWIP for 28560, with the nominated national experts and Leif Andresen (Danish Standards) as convenor be established to handle project 28560 RFID in libraries.

At the meeting of ISO TC46/SC4 8 February 2006 this resolution was adopted:

Resolution 6 Proposal to initiate NWIP for new project on application of RFID

SC4 recommends that the Danish member body submit a new work item for RFID to be circulated for ballot.
